Harbor Capital Advisors was created in 1983 as a wholly-owned subsidiary of Toledo, Ohio-headquartered Owens-Illinois, one of the largest manufacturers of glass containers in the world. In March 2001, Owens-Illinois signed a deal to sell Harbor Capital to Robeco Groep N.V. for $420 million in cash. The deal closed in June of that year. Then in 2013, Orix Corp bought 90.01 percent of Robeco from Rabobank, and in 2016, Orix split Robeco Group in two: Harbor and its sibling, Boston Partners, fell under the new, Rotterdam-based Robeco Institutional Asset Management.
Chicago-based Harbor employs a manager-of-managers approach in its lineup of no-load mutual funds. In 2021, the subadvised fund firm entered the ETF business, launching its first three ETFs.
