President Clinton will make the issue of retirement security a key theme in tonightís State of the Union Address, according to Mike McCurry, the White House spokesperson. Clinton is expected to announce a plan to use the current budget surplus to help fund Social Security. He is also likely to outline a plan that rewards small companies that implement defined benefit plans.

In "Fixing Social Security Should Come Before Any Surplus Free-for-All, President Says", Richard W. Stevenson writes that President Clinton's aides have rejected suggestions that Social Security should be reformed by turning it into a vast 401(k) plan for the country.

Wall Street Journal, January 27.
In the State of Union address this evening, President Clinton is expected to announce new tax breaks for smaller firm retirement plans, according to Hilary Stout and Rodney Ho's article "Clinton to Seek Tax Breaks for Smaller Retirement Plans". The President will request Congress to enact the following: 50% tax credit for small companies on administrative start-up fees no greater than $2,000, another 50% tax credit on administrative costs no greater than $1,000 over the following two years, and a simpler defined-benefit retirement system for businesses that have less than 100 employees.

Adam Shell reports in "Making Money in Mutuals Service Helps Firms Provide 401(k) Advice" that 401k Forum has set up an Internet service to provide participants with investment advice. This service is targeted to the smaller investor, the one whose portfolio is $99,000 or less. The article reports that 401k Forum's new product alleviates some of the fiduciary responsibilities of sponsors and shoulders them itself. Even though most of the advice is conducted over an individual's pc, 401k Forum tries to personalize their service as much as possible by sending, for instance, a birthday e-mail to a participant.

In "New Retirement Options Being Weighed", Mike Causey reports that the number of ways for federal employees to improve their defined contribution investment options will increase. These workers will soon be allowed to diversify their money into high-risk investment options. A proposal before Congress would raise the cap of the TSP. This bill, proposed by Representative Contance Morella (R-MD), is expected to face opposition from the Department of Treasury and others in the administration.

In her article "Savers More Prevalent Than Ever, Surveys Say", Kathy Kristol reports that many in financial and government circles are concerned that most average Americans have not invested adequetly for retirement. According to the author, the typical family has approximately $20,000 saved, which could only support them about six months. Congress has acted by passing SAVER to help educate citizens in the face of this looming "crisis". Nonetheless, many do save, and there are still those who will be protected by a combination of Social Security and a defined-benefits package...
