Former Matthews Asia Funds PM Andrew Foster, who left the San Francisco firm last month, has started Seafarer Capital Partners to offer advice to mutual funds and other co-mingled investment vehicles, Morningstar reports.

On the Seafarer Web site, Foster says that contrary to popular perception, he thinks now is "a great time to start a new business" because of the abundance of "talented, hard-working people eager for new opportunity" and the fact that the U.S. maintains a "fair, flexible and relatively transparent landscape for business."
