Franklin has filed to to launch its first ETF, the Franklin Short Duration Government ETF.

Matthews International Fund plans to launch two funds: the Matthews Asia Focus Fund and the Matthews Emerging Asia Fund. IndexIQ will be launching two new passive ETFs: the IQ Fastest Growing Companies ETF and the IQ Innovation Leaders ETF.

State Street is launching two low-volatility ETFs: the SPDR Russell 1000 Low Volatility ETF and the SPDR Russell 2000 Low Volatility ETF.

Guggenheim is shutting down nine ETFs: the Guggenheim ABC High Dividend ETF, the Guggenheim MSCI EAFE Equal Weight ETF, the Guggenheim S&P MidCap 400 Equal Weight ETF, the Guggenheim S&P SmallCap 600 Equal Weight ETF, the Guggenheim Airline ETF, the Guggenheim 2x S&P 500 ETF, the Guggenheim Inverse 2x S&P 500 ETF, the Wilshire 5000 Total Market ETF, and the Wilshire 4500 Completion ETF.

RS Investments is liquidating the RS Money Market Fund.

BRAIN SURGERY

Vanguard [profile] shuffled PMs for 15 equity mutual funds, 11 fixed income mutual funds, two balanced mutual funds and its target date mutual funds.

Morningstar reports that Fidelity [profile] filed to shift its 64 actively-managed, sector-based Select funds under a brand a new board of trustees of their own. Currently the Selects fall under the same board that oversees Fidelity's equity and high-income mutual funds.

Morningstar reports that Christopher Lin no longer PMs the Fidelity Select Electronics Fund, leaving the reins solely in the hands of Stephen Barwikowski. The move comes after Lin took over for Matthew Schuldt as PM of the Fidelity Select Computers Fund.

Jim Welsh of Forward Management is now a tactical strategist and co-PM for the Forward Tactical Enhanced Fund.

Michael Reynal of RS Investments will be the portfolio manager of the RS Emerging Markets Fund , the RS Greater China Fund and the RS Emerging Markets VIP Series.

Massachusetts Mutual Life is changing the name of the MML Small/Mid Cap Equity Fund to the MML Small Cap Equity Fund.
