The Wall Street Journal's Ian Salisbury reports on the woes of the iPAth MSCI India Index ETN, which Barclays had to stop issuing new shares of in the wake of a move by Indian regulators. Unlike iShares, the ETN business stayed with Barclays instead of going to BlackRock with the rest of Barclays Global Investors.
