Monday, November 26, 2007 Vanguard Taps Xerox Exec for Board Seats Emerson Fullwood has been elected to Vanguard's board of directors and to the board of trustees for each of Vanguard's mutual funds. Fullwood is chief staff and marketing officer for North America at Xerox Corporation, a position he has held since 2004. Fullwood will join the fund boards effective January 2008. Emerson U. Fullwood has been elected to the board of directors of Vanguard and to the board of trustees of each of Vanguard’s mutual funds. Mr. Fullwood is chief staff and marketing officer for North America at Xerox Corporation, a position he has held since 2004. He has been a corporate vice president at Xerox since 1996. Mr. Fullwood joined the company in 1972 and has held a variety of positions in general management, sales, and marketing. “Emerson Fullwood will be a welcome addition to the boards of Vanguard and our funds,” said Vanguard Chairman John J. Brennan. “Vanguard fund shareholders will benefit from his vast experience, leadership skills, and integrity.” Mr. Fullwood earned a bachelor of arts degree in economics from North Carolina State University and a master of business administration degree in marketing from Columbia University. A member of the board of directors of SPX Corporation, Mr. Fullwood serves on many boards of directors for community organizations, including the United Way, Boy Scouts of America, Monroe Community College Foundation, and Colgate Rochester Crozier Divinity School. Mr. Fullwood will join the boards of all the Vanguard funds, effective January 2008. Eight of nine trustees of the Vanguard funds are independent; the sole exception is Mr. Brennan. The independent directors, who collectively have nearly 80 years of experience in overseeing the Vanguard funds, are: Charles D. Ellis, Rajiv L. Gupta, Amy Gutmann, JoAnn Heffernan Heisen, André F.
