Japan is the key to buying overseas mutual funds, according to the
Wall Street Journal. Diversified foreign-stock funds have returned an average 15.5% in 1999, through Wednesday, according to fund watchers Morningstar Inc. That is a lot more than the 8.0% advance for diversified U.S.-stock funds. Some of the biggest advances have been posted by funds that invested heavily in Japanese stocks. Japanese small-stock benchmarks have more than doubled since year's end bringing many small-stock specialists up more than 50%.
